There are no more rules to break. The bumbling banks, having exposed themselves as complete frauds and having had to repeatedly beg for money can no longer be embarrassed. Everyone knows the administration is totally crooked and plays favorites. It could be the power game. That would fit their character. But my guess is that there is an epic black hole growing somewhere, and these improvident lackwits are trying to fill it with other people's money.
