There is a major problem with the Saver/Export Country /Spender Country Symbiosis. One way to ease this would be for the Spender Countries to increase exports to Saver Countries. I see this proposal as a trial balloon to see how this policy might go. In other words, we can export more goods to you, or you can export less goods to us. Which would you prefer?
