There is a major problem with the Saver/Export Country /Spender Country Symbiosis. One way to ease this would be for the Spender Countries to increase exports to Saver Countries. I see this proposal as a trial balloon to see how this policy might go. In other words, we can export more goods to you, or you can export less goods to us.
